    About Branch for Chinese-Foreign Cooperation in Running Schools, China Association of Higher Education

    The Branch for Chinese-foreign Cooperation in Running Schools, China Association of Higher Education (abbreviated as BCFCRS, CAHE; also referred to as "the Branch" hereinafter) was established on November 10, 2016.

    The Branch is a national-level, non-profit academic organization and industry coordination organization in the field of Chinese-foreign cooperation in running schools (CFCRS) approved and registered by the China Association of Higher Education and filed on record by relevant government departments. It is composed of educational institutions, Chinese-foreign cooperative educational institutions and projects, relevant enterprises and public institutions, and educational and research institutions that are engaged in international educational cooperation and exchange and supportive of the reform, innovation and sustainable development of CFCRS, as well as social organizations and intermediary agencies engaged in or serving international educational cooperation and exchange. 

    By June 2020, the Branch had enrolled six cohorts of members in accordance with the principle of "admittance threshold and total volume control" and formed an organizational platform linking Chinese-foreign cooperative education institutions and projects in China. It plays a unique role in theoretical research, decision-making advisory, professional training, social service and public opinion guidance in CFCRS. It currently provides important theoretical support, professional support and talent guarantee for the high-level development of Chinese-foreign cooperative education. The Branch is a national think tank platform for CFCRS and carries out its various tasks in accordance with the Constitution of the China Association of Higher Education and the Administrative Measures of Branch for Chinese-foreign Cooperation in Running Schools, China Association of Higher Education. Its scope of service and main tasks are as follows: 

    1. Carrying out high-level academic activities and promoting the formation of a new horizon of scientific research in CFCRS at the national level.

    2. Providing decision-making advice and information services to China's Ministry of Education (MOE) and local governments.

    3. Carrying out planning demonstration and targeted consulting services at the entrustment of Chinese-foreign cooperatively run schools, projects, universities and other educational institutions.

    4. Exchanging and promoting scientific research results and practical achievements of CFCRS.

    5. Carrying out professional research of relevant industry standards in the field of Chinese-foreign cooperative education and playing the role of third-party supervision, monitoring and evaluation so as to promote the coordination and self-discipline of Chinese-foreign cooperative education industry. 

    6. Building high-end dialogue platforms for government, CFCRS cooperators and experts, conducting professional training and knowledge dissemination, and training theoretical and managerial personnel.

    7. Conducting international cooperation and exchange.

    8. Guiding public opinion and promoting the improvement of a positive and healthy mainstream discourse system for CFCRS.

    The Branch's highest authority is its member congress, which elects directors to form a Council as the executive body of the member congress. The Council elects standing directors to form the Standing Council, and elects the chairman, vice-chairman and secretary-general. The chairman is responsible for leading the overall work of the Branch, and the vice chairman assists the chairman. The Standing Council has a secretariat. The Secretariat is the permanent office of the Branch, and the Secretary General presides over the daily work of the office. Renowned educators and principal leaders of China Academic Degrees & Graduate Education Development Center, Ministry of Education and Chinese Service Center for Scholarly Exchange (CSCSE), Ministry of Education are appointed as consultants to the Branch.

    BCFCRS, CAHE is affiliated to Xiamen University, which serves as its chairman and secretariat unit. The Center of Research on Chinese-foreign Cooperation in Running Schools, Xiamen University (CRCFCRS) has undertaken the work of the Secretariat of the Branch. Prof. Lin Jinhui, director of CRCFCRS, serves as director of the Branch. Established in March 2010, CRCFCRS is China's first specialized research center focusing on studies on Chinese-foreign cooperation in running schools. In March 2013, CRCFCRS was approved as MOE's research base, policy consultation platform and center for CFCRS. On September 5, 2013, at a press conference held in Beijing, the MOE pointed out that "the research on CFCRS represented by Center of Research on Chinese-Foreign Cooperation in Running Schools, Xiamen University, MOE's theoretical research base and policy consultation platform for CFCRS, has played a major role in policy consultation, talents cultivation, and serving the society."
